LAAM: Developing a Prototype for a Data-Driven and Open Mobility Model for Estonia
Over the course of two years, a science-based, open-source digital prototype of the Estonian mobility model will be developed. This tool will build on Estonia’s advanced data infrastructure and is designed to support strategic decision-making in transport and mobility planning.
The model will integrate conventional transportation modeling techniques with innovative activity-based methodologies that focus on individual mobility needs, travel behavior patterns, and data-intensive modeling components. Leveraging Estonia’s comprehensive data ecosystem will enable the use of detailed, real-world movement data, offering a significantly more accurate foundation for understanding mobility behavior compared to traditional models based solely on residential and workplace locations.
The project will address both methodological and practical aspects of implementing an activity-based model grounded in individual-level data and population forecasts. A complete framework will be developed, including a data ecosystem, modeling components, a validation methodology, and a GIS-based user interface. The model’s applicability will be tested through case studies related to transport infrastructure, land use, and fiscal policy planning.
Once developed, the mobility model will enable dynamic analysis of the current transport system as well as future scenarios. It will help identify existing mobility challenges and evaluate the effectiveness of policy interventions in achieving strategic objectives. The tool is expected to significantly enhance the public sector’s capacity to forecast mobility behavior and goods flows, and to assess the impact of long-term planning decisions.
